Overview of the Dingell Act 

The Dingell Act, formally known as the Conservation, Management, and Recreation Act, was signed into law in 2019 to improve wildfire management through technological advances and better resource tracking. This legislation aims to equip and prepare firefighters more effectively, reduce their exposure to risk, and lower both human and financial costs associated with wildfires. 

Key Objectives 

  1. Use Technology for Resource Tracking: Implement devices to monitor the location and status of firefighting resources. 

FLORIAN’s Solution – FLORIAN displays real-time location information of personnel and resources on a 3D map. Integrates with devices already being used including radios, cell phones, GPS devices, tablets, and wearables. Incident commanders have full oversight of their personnel as they navigate the fireground.  

  1. Enhance Situational Awareness: Utilize mapping software and unmanned aircraft to provide real-time data on wildfire conditions. 

FLORIAN’s Solution – View drone feeds on FLORIAN’s home screen through our integration with DroneSense, along with 3D and satellite maps, and weather conditions. Users can also bring in FIRIS data and other websites such as Alert California web cams, Watch Duty, and Western Fire Chiefs map through the customizable tiles on FLORIAN. 

  1. Post-Fire Landscape Management: Offer accurate post-fire assessments to prevent issues like flooding and erosion. 

FLORIAN’s Solution – All data collected during an incident is automatically stored and can be referred to later for debriefing, training, and tactical planning.  

  1. Predict Future Wildfires: Use data from past fires to forecast and prepare for future incidents. 

FLORIAN’s Solution – 3AM will work with departments to share data collected during incidents for analysis and evaluation.  To help understand how the situations developed and what variables affected the management of the fire. 

  1.  Implementation and Pilot Projects: 

FLORIAN’s Solution – With FLORIAN’s Rapid Deploy Kit departments can use FLORIAN for one off events or short-term projects. A support team will be available to help with training and deployment. This gives teams an opportunity to test out FLORIAN. 

The Act mandates emergency response organizations to integrate various technologies, including GPS, communication devices, and mobile mesh networks, to ensure cross-agency coordination. Training and pilot projects are essential components, aiming to discover the best solutions for resource management.
